BIOGRAPHY:

Dan E. Stigall is Counselor for International Affairs for the National Security Division of the U.S. Department of Justice (DOJ). From 2017-2019, he served as a Director for Counterterrorism with the National Security Council, where he focused on detainee policy and served as lead author and interagency coordinator for the U.S. National Strategy for Counterterrorism. He has served on active duty as a U.S. Army Judge Advocate (JAG) from 2001–2009, with assignments in Europe, the Middle East, and the United States. He has also served as an adjunct professor of International Law at The Judge Advocate General's Legal Center and School (U.S. Army) and is currently an Adjunct Professor at The George Washington University Law School. In addition, he is a contributing fellow for the Louisiana State University Center for Civil Law Studies.
