Jeff Hanlon is Assistant Professor of Public Policy in the Department of Politics and International Affairs at Northern Arizona University. His research addresses questions about how institutional design affects behaviors in environmental governance arrangements. He has collaborated on a project to use and further develop the institutional grammar tool to analyze formal rule documents so as to better understand the structural elements that lend them their efficacy. His primary focus is on management of water resources in the United States, particularly whole watershed governance. He wants to know how people and their governments can design institutions to provide and use water that are responsive to ecological dynamics and do not harm watershed ecosystems. Dr. Hanlon teaches classes on American politics, policy processes, institutions, and environmental policy.
