BIOGRAPHY:

Dr. Shelley H. Billig has been working as a researcher, evaluator, and professional development expert in the field of education for the past 30 years. She has served as principal investigator for numerous studies in the fields of educational reform (primarily school district effectiveness, instructional effectiveness, and closing the achievement gap) and in the field of service-learning, civics, and character development. She is currently Associate Director for the Central Regional Educational Laboratory, research team leader for the Broad Prize for Urban Education, and principal investigator for studies of rural education, educator evaluation systems, and civic-mindedness.
